Follow the money. The GOP members have a choice: definitely keep their jobs or help children. They are choosing to keep their jobs, paychecks, and smokin' hot trophy wives over helping their constituents. But they will pretend there is some sort of ideological argument, hide behind 2nd amendment bullshit, and crawl back to their corporate overlords for more cash.
