I don’t know, good question. I have observed law enforcement is inconsistent around the U.S. — one reason some crimes seem to go unsolved that should have been better investigated. Also, even though it’s DV-style behavior because they were in a van maybe police felt less certain of how to proceed? But on the whole, I’m guessing it was a split-second decision by an untrained, or less trained, officer. He’s probably feeling pretty awful about it.
