I will persist. It didn’t take long, just a few minutes of online research, to realize Pegasus Publishing is vanity publishing. The request for such a large fee and the obvious form letter were the first tip-offs. But they wouldn’t be in business if they didn’t convince some writers to pay them, I guess.
