In WWII the labor shortage kicked off adding health benefits to job offers...and now we are stuck with a crap system in which unemployment=no healthcare or exorbitant health care costs. Many of these employers could easily hire if they offered health insurance benefits to everyone: full time, part time, seasonal, etc. Maybe they can't afford it, or maybe they just don't get it. I'd go back in a minute if I could get healthcare and stop paying $640 a month for so-so coverage. But unless you get a full-time job with the right insurance, the low wages don't offset just paying ACA rates, which for most of us are $600+ a month.
