My husband was born in Tucson in 1950. He watched the monsoons disappear. I lived there 22 years and also noticed the monsoons peter out. Now we lived in AR because I am not optimistic this will get better, and pretty Tucson will become a place where the combo of heat and drought will make it much less attractive...not in 20 years, but in 5 or 10. Right now, people are still moving there in droves!
