The logical solution is for people to migrate out of cities like Vegas and Phoenix. Then again, when has logic ever prevailed? People have left the region before due to drought, hence the ruins at Mesa Verde and scattered throughout the southwest US. We are way too stupid to just leave Las Vegas, however.
