The media is finally starting to put climate concerns front page and I think political leaders would get on board. The problem, as you note, is fossil fuel companies. They are motivated to continue doing what they've already done: profit from environmental degradation and focus on short term gains. American fossil fuel companies are putting 1% of their R&D into alt fuels. As with Big Tobacco, lawsuits are in order.
