Workers are often female and managers male. Workers often sit, and managers have offices or more ability to move around. This pattern can occur in restaurants where the staff/management is too clueless to understand that because they are hot (moving, in the kitchen) it doesn't mean the customers, who are sitting still, are hot. Plus, if you happen to sit near a breezy vent, it's torture.
