Yes, the body feels anxiety then looks for something--an event, a thought, a person--to attach it to, making it difficult to impossible to ID the anxiety trigger. Often we confuse thoughts that come up immediately as the trigger but they have nothing to do with it. It's totally bodily and involuntary.
